You have two questions. the requirement for a business license and other stock limit the Act on essential commodities. I will answer only to the first question that is within my compentency as superintendent of central excise. Central tax law only regulates the production phase and is mandatory for a manufacturer to take special leave. Duty is paid at the factory gate and the act does not care by what happens to products after that. So it is not compulsory for any import of finished product to have a license to trade under central act taxes. However, one option is available to a merchant to get themselves registered with the Central Excise Department if they wish. Operators to obtain this license option to pass on the excise tax credit calls to other service providers CENVAT s manufacturer. so this is only a benefit if appropriate provision.In you want to spend on the credit of tax paid on sugar imported from any other manufacturer, then you can choose to license operators. To carry rights paid within the sugar factory, you may need permission from the excise central AC. So I contacted them about what to do. Sorry I do not know the answer to your second question.
